Baltimore running back Justice Hill was cleared to play in Week 9 and has no injury designation for Thursday's game. Hill, who is dealing with a groin issue, was a full practice participant on Wednesday. He should be a full go against the Jaguars on Thursday.
Joe Fagnano is starting at quarterback for Baltimore in Week 9 instead of Lamar Jackson, who has a finger injury, or Tyler Huntley, who has turf toe. Fagnano will start for the Ravens on Thursday night.
The Ravens also activated Adam Randall's 21-day practice window on Wednesday, and he is questionable for Week 9.
